Research
In 2009, 2010 and 2011 DOC has taught an Interdisciplinary Design Studies elective (aka ‘the Winter School’) for UTS undergraduate students. Participating students came from various disciplines including design, architecture, built environment, law & business were grouped into teams. Each team was assigned a specific research brief requiring design interventions against opportunistic crime.
The areas of opportunistic crime investigated included: alcohol related crimes, ATMs, beach theft, illegal dumping, licensed premises, public transport, public housing, retail theft, transport hubs, UTS campus safety and UTS library theft.
We have categorised this research into six broad themes:
Learning, Living, Partying, Shopping, Sustaining & Travelling
Secure Hubs - UTS Library
Theft of personal possessions is a concern in all public spaces including the UTS Library therefore there is a need to design out theft within the facility.
Current security measures may reduce the rate of theft of personal possessions however there is a gap in the market to eliminate the opportunistic theft that occurs within public spaces such as libraries.

Library of the Future - UTS Library
The UTS Library of the Future endeavours to be an open and welcoming library to students, staff and the public alike. Currently the library uses highly visible security measures especially at the entrance however this is not be in line with the vision of the future library.
The brief was to explore how UTS Library nonitors its resources without using highly visible measures.

The Mobile Skip - Darkinjung - Illegal Dumping
Darkinjung Land Council's Lot 9 is experiencing illegal dumping by trespassers and unauthorized vehicles. The main issues facing the Land Council are cleaning up the site and promoting regeneration. The issue of illegal dumping is not only limited to this particular lot but other land sites in the Wyong area.
This response to the brief aims at solving the problem of illegal dumping and raising awareness of the issue in the broader Wyong Community.

Central Station - Transport Hubs
Central Station is a major transport hub. Currently there is an unacceptable level of anti-social behaviour & petty crime within and around the Countrylink concourse, Platform one and the external Light Rail platform.
RailCorp is seeking solutions to reduce instances of anti-social behaviour and petty crime in Central Station particularly as some offenders are people at risk who may be homeless, mentally ill or experiencing crisis.

Oxford Square - Alcohol Related Assault
Oxford Square is located near the popular nite club scene on Oxford Street. The issues of overcrowded pedestrian walkways and excessive alcohol consumption contribute to the likelihood of alcohol related assaults.
The proposal examines designing temporary infrastructure that will lower hostility and enhance the atmosphere of the popular nightclub scene therefore reducing the likelihood of alcohol related assaults.

Parramatta Station - Transport Hubs
Parramatta Station is one of Sydney's busiest transport hubs. Anti-social behaviour, youth loitering and truancy are increasingly becoming a problem within the site predominately within school hours.
RailCorp has highlighted this as problematic, as the loitering is often coupled with intimidation towards the general public, who are often RailCorp customers.

Town Hall Station - Transport Hubs
Town Hall is the second-busiest railway station on Sydney's metropolitan network. It handles approximately 140,000 trips per day. Many reports claim that it is severely overcrowded, accident-prone and does not meet basic emergency safety standards.
Railcorp is aware that the space adjoining Town Hall Station, QVB, and the Gallery shopping centre is a heavy pedestrian traffic zone. The brief was to introduce measures for a safer and more pleasant experience for commuters in the Town Hall precinct.

Springfield Plaza - Alcohol Related Assault
Springfield Plaza is nestled between major bars, clubs, youth hostels and late night food trading outlets in the heart of the notorious party district, Kings Cross.
The Springfield Plaza is a somewhat uncared for and isolated area, resulting in it being a night-time hot spot for alcohol related criminal and anti-social behaviour.

Sensor Shelving - Woolworths - Retail Theft
In 2009 retailers nationally sustained an estimated loss of $2.47 billion through retail theft or 'Shrinkage'. Retail theft can emerge in different forms from vendor theft to internal theft and external theft, both impulse and organised.
At Woolworths, Blacktown, the high risk products for shrinkage and onsale are cosmetics, batteries and razors. The brief was to reduce the amount of retail theft within Woolworth’s and to potentially decrease the shrinkage that is directly linked to consumer theft behaviour.

Community Centre Retrofit - Lethbridge Park
The brief was to retrofit the precinct of the Lethbridge Park estate to become resistant against destructive and anti social behaviour and provide the opportunity for a more community orientated shared space in order to facilitate the building of a community mindset.
This proposal introduces designe solutions that will increase natural surveillance and invoke a friendly community attitude. In doing so, these solutions will aim to decrease the opportunity for anti-social and destructive behaviour through the re-arrangement and introduction of new environmental elements.

Crossing Paths - Safe Walkways
Fitzroy Gardens is an important community meeting place in Kings Cross. The park is largely paved, with multiple levels, and houses historical features such as the El Alameain Fountain and important established trees.
This proposal examines ways to develop and promote the use, access and safety of Fitzroy Gardens and Lawrence Hargrave Reserve. It also explores the possibility of creating stronger linkages between the two parks, or allowing the spaces to retain distinct identities.

Shopping Centre Retrofit - Lethbridge Park

Redefining the Library - UTS Library
As a result of UTS library’s space manifesting in both physical and digital realms, crime has the potential to infiltrate a vast number of scenarios. The UTS library aims to reduce the occurrence of crime related issues in order to provide a facility that is safe and performs to its utmost potential.
Two methods are proposed to reduce the opportunity for theft and vandalism through the introduction of digital book borrowing options:

Housing Retrofit - Lethbridge Park
Housing NSW is seeking ways to make the Lethbridge Park estate precinct resistant to destructive and anti-social behaviour and to provide the opportunity for a more community orientated shared space.
This proposal explores retrofitting a cluster of three-storey walk-up residential blocks in an area of concentrated public housing in the region of Lethbridge Park Estate.

Hi Tech Bar Coding - Retail Theft
This proposal advises a two-part strategy to combat the reselling of legitimate retail products on the black market.
Part 1: Implementing colour-coded technology in supermarkets that aid community awareness of ‘legitimate’ products:
Part 2: Running an advertising campaign in conjunction with the colour coded technology to reiterate the community’s awareness of legitimate products.

The Voice Box - UTS Campus Safety
The UTS Master Plan includes multiple construction projects with the construction period occurring between 2009 and 2013. Construction of the 'Broadway Building' (boardered by Broadway, Jones & Wattle Streets) will expand the campus perimeter further.
The proposal explores ways to increase perceptions of safety on Jones Street and to reduce perceptions of uncertainty and instability during the construction period.

Revitalising a community centre - Shalvey 2770
The project looked at regenerating a community centre in Western Sydney by redesigning its exterior environment. It was important to make the centre appearance welcoming, engaging to the community as well as fostering a sense of ownership.
The proposal focusses on a resident oriented strategy for the redesign of the community centre. The final redesign was expected to reduce opportunities for vandalism and anti-social behaviour.

Physical Deterrents - Retail Theft
"You’re only as strong as your weakest point." Anonymous
Retail theft can be divided into two main forms - petty theft and organised crime. Most retail theft stems from an initial act of petty crime, usually during someones teenage years.
Some individuals continue to steal due to such influences as organised black-market rings or substance addiction therefore it is necessary for an effective, holistic solution to be implemented to reduce the problem.

Think St - Challenging Graffiti
The City of Sydney inspects graffiti ‘hotspots’ every 24 hours and removes graffiti within 24 hours of identification, or when consent from the building owner or resident is obtained.
The brief provided by City of Sydney was to create a long term, multi-faceted communication package that bridged the gap between different stakeholders in challenging graffiti.

A Brighter Future - Circular Quay
Circular Quay is an iconic and at times hectic thoroughfare. The Quay is an integral transport hub for visitors and residents travelling by rail, bus, ferry and taxi. It is often crowded and an area that is vulnerable to the risk of a terrorist attack.
The brief was to create a master plan for Circular Quay to develop its usability and identity for multiple users visitors, residents and workers.

Way Finding Late At Night - Kings Cross
‘The Cross’ has the highest density of licensed premises in Australia and attracts an extra 30,000 people (on average) between 10pm and 3am every Friday and Saturday night.
The precinct is poorly equipped to contain the large numbers of visitors on weekend nights. While each night begins in a fun and friendly spirit the atmosphere gradually declines to one of confusion and aggression with high incidence of alcohol-related crime.

Beach Pass - Beach Theft
Bondi Beach is a world renowned attraction for residents and visitors alike. Sydney’s beaches are relatively safe however increasing numbers in tourism necessitates an increasing need for security especially protection against theft.
The proposed approach to minimise the incidence beach theft is to introduce Beach Pass: a smart card system for mobile locker kiosks.

Grass Will Be Greener - Regional Redevelopment
The brief for this project emphasised the re-design of the entrance to the precincts of Kincumber, Bateau Bay and Tumbi-Umbi on the NSW Central Coast.
By creating a multi-functional park this makes the public space welcoming by supporting productive social interactions as well as minimising opportunities for antisocial behaviour.

Sensory Solutions - Retail Theft
The built environment plays an integral role in the retail experience. A layered security system focussing on the sensory experience: improved lighting, sight lines and general visibility will create a unique environment.
'I Can See You' and 'I Can Hear You' aim to increase opportunities for natural surveillance by members of the public.

Multipurpose Laneways - Regional Redevelopment
The brief for this project addressed the balance between keeping laneways accessible, encouraging the use of community space and discouraging littering, vandalism and anti-social behaviour in the precincts of Kincumber, Bateau Bay and Tumbi-Umbi on the NSW Central Coast.
The intention was to change an existing perception of fear and promote safety. The desired outcome was developing community interconnectedness by encourgaing multiple purpose users into these communal spaces.

Theft Awareness Campaigns - UTS Campus Safety
During 2009 theft increased at the UTS City Campus Library. At the time changes were made to access management. Library access was extended to accommodate the general public. Seven laptop thefts were recorded in the month following the change to library access.
My Little Eye and The Smart Desk are theft awareness campaigns that visually or physically encourage theft awareness and discourage opportunistic theft.

High Density Solution - Macquarie Fields
The Gimlett Precinct in Macquarie Fields is an area of higher density configurations. The brief aimed to address issues of poor security, misuse and ambiguity of public space in the precinct, mainly through urban design concepts.
The expected outcome was to improve the current configuration of the physical space in a way that was suitable to the needs of the local community.

Low Density Solution - Macquarie Fields
Thirty years after the construction of the Radburn urban model for public housing in many Australian cities the model has failed to support the living of the communities housed in these types of developments.
The brief focused on re-thinking the spatial and urban configuration of the neighbourhoods; proposing new designs and addressing the serious social problems arising in these communities.

Bus Driver Safety is an issue of concern across Sydney affecting drivers at different times and on various routes. The breif was to design a social, physical or cultural intervention to reduce the levels of verbal and physical abuse inflicted on Sydney bus drivers.

The Key to Sydney - Circular Quay
As the birthplace of modern Sydney, and the spiritual home of the Cadigal people, Circular Quay is layered with history and meaning. It is also a major transport hub for people travelling by ferry, bus and train.
The proposal is to redevelop Circular Quay into an iconic destination not just a transport hub.

This project focusses on ways to prevent and dispel vandalism, graffiti and theft of advertising through targeted campaigns and the redesign of the physical bus shelter structures.

Help Points - UTS Campus Security
An extensive security network already exists within the University of Technology Sydney. Research shows that students and many staff are oblivious to some of these security measures including how to contact security particularly in an emergency.

Improving Pedestrian Traffic Flow - Kings Cross
Considered by many as the clubbing capital of Sydney ‘The Cross’ has the highest density of licensed premises in Australia and attracts an extra 30,000 people (on average) between 10pm and 3am every Friday and Saturday night.
The precinct is poorly equipped to contain the high levels of pedestrian and road traffic the clubs attract. On weekend nights Kings Cross can resemble an unmanaged street party: crowded, confused and chaotic which influences the high incidence of alcohol-related crime.

Walk This Way - Safe Walkways
City of Sydney has identified ‘unsafe’ routes from transport hubs to certain locations in the Kings Cross/ Darlinghurst area. The goal of this project is to seek generic solutions that can be trialled between Taylor Square, Darlinghurst and William Street, Kings Cross.
There are key problems with the proposed Forbes St route including issues around visibility and accessibility. This proposal recommends an alternative route from Taylor Square to Kings Cross via Forbes St.
